Shipping From China to Hungary: Complete Guide

Hungary Is a Full EU Customs Destination

Hungary applies the highest standard VAT rate in the European Union at 27%. For importers, that makes Hungary one of the few European markets where the VAT line is genuinely material to landed cost, and where getting the taxable amount right matters as much as negotiating the freight rate. Hungary is also landlocked, so the sea routing question is always a gateway-port question.

Hungary is landlocked. Sea freight is an access-seaport movement followed by an inland road, rail or barge leg. Any sea freight quote for Hungary should therefore be read as an ocean leg to a gateway port plus an inland leg, and the inland leg is where most door-to-door schedules are actually won or lost.

Shipping Methods From China to Hungary

Three modes carry almost all commercial freight from China to Hungary. Each suits a different cargo profile, and the right choice is driven by the relationship between cargo value, volume and how urgently the goods are needed.

Sea freight

Sea freight is the default for full and partial container loads. It carries the lowest cost per cubic metre and the longest transit. For Hungary, the ocean leg always ends at a gateway port with an inland connection.

Air freight

Air freight suits high-value, time-critical or low-volume cargo where the freight cost is small relative to the value of the goods. Transit to Hungary by air is typically measured in days rather than weeks.

DDP shipping

Delivered Duty Paid consolidates the whole movement — collection, international freight, customs clearance, duty and tax, and final delivery — into a single door-to-door scope. It is the option most importers choose when they want one accountable party and one predictable landed cost.

Routing: Why It Matters for Hungary

Hungarian sea cargo discharges at an access seaport — most often Rijeka, Koper, Constanța or Trieste — and then moves inland by road or rail. Hungary also has Danube inland ports at Csepel, Baja and Győr-Gönyű, which can serve barge-based movements where the routing supports it. Two inland delivery constraints are specific to Hungary and worth planning around: weekend and holiday driving bans for trucks above 7.5 tonnes, and the distance-based HU-GO toll which applies from 3.5 tonnes.

Transit Planning Ranges

The figures below are commercial planning ranges derived from routing practice. They are not guaranteed transit. Actual transit varies with carrier schedule, transhipment choice, customs handling, inland connection and seasonal conditions.

Hungary Customs Clearance

Customs administration in Hungary sits with NAV (Nemzeti Adó- és Vámhivatal, the National Tax and Customs Administration). Declarations operate under EU Union Customs Code, with NAV electronic import processing and exports handled through AES. Businesses importing commercially need EU EORI with an HU prefix before the first declaration is lodged.

The practical sequence is: register for EORI, classify the goods to the correct TARIC commodity code, establish the customs value on a CIF basis, lodge the declaration, and account for duty and import VAT before the goods are released to free circulation.

Hungary Import VAT and Duty

The standard VAT rate in Hungary is 27% (ÁFA). Reduced rates of 18% and 5%.

The taxable amount is the Customs value on a CIF basis, plus customs duty and other charges payable at importation. Because freight and insurance to the point of entry into the EU form part of the customs value, under-declaring the freight component understates the VAT base and creates a post-clearance exposure.

Duty follows EU Common Customs Tariff applied through TARIC. There is no flat national rate — the figure is set by the importer's own commodity code and origin at the date the declaration is accepted.

Low-Value Consignments: What Changed

The EUR 22 import VAT exemption was abolished EU-wide on 1 July 2021. There is no value below which a commercial import escapes VAT. A separate EUR 150 threshold relieves customs duty only — it has never been a VAT threshold.

From 1 July 2026 a temporary flat duty of EUR 3 per item applies to consignments valued at EUR 150 or less. It is charged per declared item category rather than per parcel, is levied on the declarant rather than the consumer, and runs until 1 July 2028 when the EUR 150 duty-relief threshold is scheduled to be removed entirely.

Postponed VAT Accounting

VAT-registered Hungarian importers may account for import VAT through the VAT return rather than paying at the frontier. This is a cash-flow mechanism rather than an exemption — the VAT remains due, it is simply accounted for through the VAT return instead of being paid at the frontier. It does not apply to customs duty.

Planning a China to Hungary Shipment

  1. Confirm EU EORI with an HU prefix is in place before booking.
  2. Classify the goods to a TARIC commodity code and confirm whether any licence, permit or product-compliance obligation applies.
  3. Choose the mode against cargo value, volume and urgency, not on freight rate alone. For Hungary, the inland or final-leg connection is often the deciding variable.
  4. Budget duty and import VAT on the full customs value including freight and insurance to the EU frontier.
  5. Confirm all wood packaging carries ISPM 15 treatment and marking before loading.

Frequently Asked Questions

Hungary applies a 27% standard rate, which is the highest in the European Union, with reduced rates of 18% and 5%. It is a national rate-setting decision. The practical effect is that import VAT is a larger share of landed cost in Hungary than in most EU markets.

No. Hungary is landlocked. Sea cargo discharges at an access seaport such as Rijeka, Koper, Constanța or Trieste and then moves inland by road, rail or, where routing supports it, Danube barge.

Weekend and holiday driving bans for trucks above 7.5 tonnes are the main constraint, alongside the distance-based HU-GO toll from 3.5 tonnes. Both apply to the inland leg after the gateway port, so they affect door-to-door planning more than port-to-port transit.

Yes. China-Europe block trains serve Hungarian terminals and typically fall in the range of 18-26 days, sitting between air and sea on both cost and transit. This is a planning range, not a guaranteed transit.

Yes. An EU EORI with an HU prefix is required for declarations lodged with NAV.
